17th Conference of Commonwealth Education Ministers (17 CCEM)

The 17th Conference of Education Ministers – the 50th anniversary CCEM – was co-hosted by the Malaysian Ministry of Education and the Malaysian Ministry of Higher Education and was the largest gathering of education ministers ever convened by any international organisation. There were attendees from 40 Commonwealth countries, with 37 delegations being headed by their respective Ministers of Education.


More than 1500 delegates convened at the Kuala Lumpur Convention Centre in June 2009 to deliberate the theme “Making Connections and Building Partnerships: Towards and Beyond Global Goals and Targets”. Several component events allowed different stakeholder groups to meet with their Commonwealth counterparts and to establish recommendations for presentation to Ministers. These recommendations culminated in the 17CCEM Kuala Lumpur Communique, which forms the basis for education policy for the next three years.
